Add support for per-checkpoint maximum score values.

This update ensures that buttons on the Settings screen do not obscure anything.

- The Rally Clock can now be toggled between displaying seconds or cents.
- Removed the ability to adjust the Rally Clock from settings.

* You can now test the checkpoint detection alert sound from the Settings screen.
