Bugfixes and UI improvements

This version brings updated navigation, the ability to initiate all types of on-demand Assessments & Evaluations (no longer restricted to CBME), stability improvements, bugfixes and more.

* The Recently Selected Users list now allows users to select targets/assessors from organizations other than the currently active one.
* Improved handling of delegation-based assessment tasks until the mobile app supports the ability to delegate tasks.
* Resolved a bug where the app was unable to find any procedures when triggering assessments.
* The Logbook module is now hidden from faculty users.
* Logbook entry failure has been resolved.

* Significant improvements to Assessment & Evaluation.
* Significant improvements to primary navigation.
* Bug fixes within Events and the main learning event calendar.
* Bug fixes and small improvements within Notices (e.g., pull to refresh and swiping for next or previous notices, etc.).
