How do i restore in-app purchases on the new ipad?

I was excited to see this app because my two year old loves doing puzzles and also loves the ocean. The first three puzzles are great.; my son loves the music. I thought after he completed the first three the other puzzles would begin unlocking. To my surprise you can only unlock each puzzle by paying $2.99 each! That is the biggest rip off! I could almost see paying $2.99 to unlock the rest of them, (even though I would have thought that was expensive) but to pay that for each one? Not worth it. Too bad you give the illusion this is a free app.
