iRegatta Flags is an overview of the maritime signal flags from A-Z, number flags, the substitute pennants and the answering pennant.
You can tab on any letter flag and see what they mean according to the "International Code of Signal".
A separate section describes how the flags are use in sailing regattas. You can see how the race committee signals the starting procedure, early starts, postponements and race abandonment.
The "Rule book" section has quotes from ISAF's "Racing Rules of Sailing 2009-2012" that relate to the flags for the start procedure and the shortened course.

Good interface, some misinformation
The app itself is designed well, the UI is clean and quick. However, the numerical flags listed on the app are not numerals 0-9, but the signals for pennants 0-9. There are different flags for the numbers themselves.
In the future, I would like to see an expansion of the possible meanings expanded to military use. For instance, Third Sub is flown when the commanding officer is ashore in port, India is flown when mooring alongside another ship, Romeo is flown during underway replenishments, etc.
Otherwise good app, look forward to updates.

This is great for seaman ship class.

Freezes on iOS 8.1
Starts up, but then freezes and I cannot scroll to see any flags below G. I’m on iOS 8.1 and iPhone 5c. Waste of $1.
