Update framework

- Added 'Comments' field into the supplemental service screen.
- Offline database migration support added for the 'Termination Reason, Graduation/HSE Indicator, Termination Date, and HSE Date' fields in COE > Enrollment screen.
- 'School Year' dropdown added to the COE > Enrollment screen.
- 'Graduation/HSE Indicator Date' field added to the COE > Enrollment screen.
- 'Graduation/HSE Indicator, and Termination Reason' field's API related changes implemented.
- Changes made into COE > Enrollment UI.
- Changes made into COE > Demographics UI for the making 'Residency Date' either required or not, based on COE Purpose is Age OR Residency Verification.
- COE Validated Error screen has now COE's Enrollment error redirection for details.
- 'Medical Alert Indicator and Medical Alert Reason' fields added to the COE > Enrollment screen.
- Signature redrawing issue fixed.
- Age and Residency Verification status updated.
- Displayed US States in alphabetic order under dropdown.
- Date and time zone related issue resolved.
- External keyboard tab keypress crash issue resolved.

Following changes are made:

1. Prevent student SASID duplication, while saving COE > Children.
2. Mexican flag icon added in COE > Information Share Signature.
3. Designated Graduation School field renamed to Graduation/HSE indicator in COE > Children > Enrollment.
4. Termination Reason API implemented in COE > Children > Enrollment.
5. COE saved before submitting for review.
6. Logic added to forcefully reset offline data for production usage.

- Changed the flag image from Spanish to Mexican in C.O.E > Eligibility Data Certification tab.
- We have fixed an issue in C.O.E where children/students and their enrollment attached to the C.O.E creating without reference to create by a user.
- Changes made to enrollment screen for 'Termination Reason' and 'Out of School District' fields.
- 'To Join COE' option added to the student search result

2. Fixed the following issues:
- User not redirecting to COE list after submitting the COE for approval from the edit screen.
- The Primary Nighttime Residence value not saving under COE > Family tab when validating the data.
- Interviewer and Interviewee signature not saving properly while validating COE.
- Family' homeless flag not saving properly
- Qualifying Moves/Work > Item 4-6 the city FROM residence and To residence keeps disappearing and even when the fields are not populated.
- It doesn’t allow to add Mexico or other states than the US. No states data appear in the dropdown selection.
- In Student search list view, if not students found then showing the message "No students were found matching the selected criteria."
- Stop users other than the primary and secondary to access the application.
- The COE creation time showing different than device timing.
- Cannot submit a COE, It just stays on the same screen as nothing happened.

Added Acknowledgement feature into Information Share Signature. Added offline data storage support for Supplemental Services of Enrollment. Added automatic offline detection while application in use. Fixed issues found during testing.
